1. (a) The state seed commissioner may by rule define seed labeling and testing terms in common usage such as "pure seed" and "germination".
2. (b) A rule adopted by the state seed commissioner under this section must be based on published sources such as the rules of the Association of Official Seed Analysts.
3. (c) The state seed commissioner shall apply the agricultural seed and vegetable seed standards set forth in 7 CFR 201 as the state germination standards and requirements for agricultural seed and vegetable seed.

4. (d) The state seed commissioner shall use:

   1. (1) the terms used in seed testing and labeling; and

   2. (2) the methods of testing for official samples;

      as provided in the Association of Official Seed Analysts, Rules for Testing Seeds.
