1. (a) The commission shall employ an executive director who is the chief administrative officer of the commission.
2. (b) The executive director shall implement the policies of the commission and board.

3. (c) The commission may delegate to the executive director any of the commission's powers. The commission may make a delegation under this subsection by either of the following:

   1. (1) A resolution adopted by the commission.

   2. (2) A rule adopted by the commission under IC 4-22-2 .
