1. (a) Before July 1, 2023, the department shall adopt a license for the following activities in a floodway:

   1. (1) Removal of trees.
   2. (2) Channel maintenance.
   3. (3) Bank reconstruction, repair, and stabilization.
2. (b) This section expires July 1, 2024.
