1. (a) An application for a license must:

   1. (1) bear the signature of two (2) relevant scientists as references to:

      1. (A) the character;
      2. (B) academic and scientific accomplishments; and

      3. (C) fitness;

         of the applicant; and

   2. (2) be accompanied by a minimum fee of ten dollars ($10).

2. (b) The fee in subsection (a)(2) is subject to IC 14-22-2-10 .
