As used in this chapter, "resident" means a person who:

1. (1) has continuously resided in Indiana for at least three hundred sixty-five (365) consecutive days immediately before applying for a license under this chapter; and

2. (2) possesses:

   1. (A) an Indiana motor vehicle operator's license; or

   2. (B) an identification card;

      issued by the bureau of motor vehicles.
