1. (a) The project committee shall meet at least quarterly and at the call of the chairman.
2. (b) The project committee may convene a meeting at any location in Indiana.

3. (c) The project committee shall plan and conduct meetings in a manner that promotes broad public participation and ensures that the views of the members of the public attending the meetings may be fairly presented.
