If the revenues in the electronic waste fund established by IC 13-20.5-2-3 exceed the amount that the department determines is necessary for efficient and effective administration of this article, the department shall report to the standing committees with subject matter jurisdiction over environmental affairs for both the house of representatives and the senate.
