The environmental management permit operation fund is established for the purpose of providing money for permitting and directly associated activities of the following programs of the department and the board:

1. (1) National Pollutant Discharge Elimination System program.
2. (2) Solid waste program.
3. (3) Hazardous waste program.

4. (4) Safe drinking water program.
