The commissioner may establish an ad hoc group to study and make recommendations regarding critical environmental issues. The ad hoc group may include the following:

1. (1) University representatives.
2. (2) Scientific research organizations.
3. (3) Public policy and research advisory organizations.
4. (4) Individuals from the private sector with experience in related disciplines.

5. (5) Small business and agriculture representatives.
