If a report made under section 5 of this chapter states there is probable cause, the report shall recommend both of the following:

1. (1) That the court hold a hearing to determine whether:

   1. (A) the individual is mentally ill and either dangerous or gravely disabled; and
   2. (B) there is a need for continuing involuntary detention.

2. (2) That the individual be detained in the facility pending the hearing.
