1. (a) The institution clothing fund is established.
2. (b) The state comptroller shall place money received under section 12 of this chapter in the fund.

3. (c) The fund may be used only for the purpose of crediting the respective state institutions for the amounts expended by the state institutions for clothing for which the counties were billed.
