An individual who:

1. (1) is receiving monthly assistance payments or medical services; or

2. (2) would be eligible to receive medical services under the aid to dependent children assistance category or under the state supplemental assistance program for the aged, blind, or disabled;

   is eligible to receive Medicaid.
