A household that, at the time of the office of the secretary's initial determination of the household's income eligibility for purposes of entry into the CCDF program, includes a foster parent (as defined in IC 31-9-2.1-109 ) is eligible for assistance under the CCDF program for children in foster care (as defined in IC 31-9-2.1-107 ).
