1. (a) To be eligible for assistance under this article, a parent or an essential person must register at the parent's or essential person's local employment and training office:

   1. (1) when the person first applies for assistance; and
   2. (2) each time the person reapplies for assistance.
2. (b) Assistance shall be denied to a person who does not comply with subsection (a).
