The copies of the certificate shall be distributed as follows:

1. (1) One (1) copy retained by and filed in the division.
2. (2) One (1) copy filed with the state comptroller.
3. (3) One (1) copy filed in the office of the county recorder.

4. (4) One (1) copy given to the recipient.
