1. (a) A record that identifies an individual who has applied for, or is receiving, cash assistance or supportive services under the TANF program:

   1. (1) is confidential; and
   2. (2) is exempt from the disclosure requirements of IC 5-14-3-3 .

2. (b) The division may use or disclose information concerning a TANF applicant or recipient only for purposes directly connected to the following:

   1. (1) The administration, including establishing eligibility, determining the amount of assistance, and providing services for applicants and recipients, of a state plan or program approved under:

      1. (A) Title I;
      2. (B) Title IV-A;
      3. (C) Title IV-B;
      4. (D) Title IV-D;
      5. (E) Title IV-E;
      6. (F) Title X;
      7. (G) Title XIV;
      8. (H) Title XV;
      9. (I) Title XVI;
      10. (J) Title XIX;
      11. (K) Title XX; or

      12. (L) Title XXI;

          of the federal Social Security Act.

   2. (2) An investigation, a prosecution, or a civil or criminal proceeding conducted concerning the administration of the TANF program or a program described in subdivision (1).
   3. (3) The administration of any federal, state, or township program that provides assistance or services to individuals on the basis of need.
   4. (4) A request by the department of child services under IC 12-8-1.5-6.1 .

3. (c) The division shall safeguard information, including the following:

   1. (1) The name and address of an applicant or a recipient.
   2. (2) Information concerning the economic and social conditions of an individual.
   3. (3) The evaluation of information concerning an individual.
   4. (4) Medical information.
