1. (a) The governor shall:

   1. (1) designate a member of the council to serve as the chairperson of the council; or
   2. (2) require the council to designate a chairperson from within its membership.
2. (b) A member of the council who is a representative of the division may not serve as chairperson of the council.
3. (c) A chairperson may be reappointed for succeeding terms.
