The ombudsman shall do the following:

1. (1) Promote effective coordination among the following:

   1. (A) Programs that provide legal services for individuals with a disability.
   2. (B) The division.
   3. (C) Providers of services to individuals with disabilities.
   4. (D) Providers of other necessary or appropriate services.

2. (2) Ensure that the identity of an individual described in section 1 of this chapter will not be disclosed without:

   1. (A) the individual's written consent; or
   2. (B) a court order.
