The state armory board shall constitute a board for the general management, care, and custody of the armories. The state armory board may adopt policies or procedures for:

1. (1) the management and government of the armories;
2. (2) the guidance of the organizations occupying the armories; and

3. (3) any other purpose consistent with this chapter.
