All expenses incurred in the operation of state armories shall be paid out of:

1. (1) the rentals;
2. (2) the income;
3. (3) the earnings;
4. (4) any other receipts; and

5. (5) any other appropriation provided by law;

   to pay the expenses incurred in the operation of the armories or other matters consistent with this chapter.
