As used in this chapter, "missing child" means a person less than eighteen (18) years of age who:

1. (1) is, or is believed to be:

   1. (A) a temporary or permanent resident of Indiana;
   2. (B) at a location that cannot be determined by the person's parent or legal custodian; and
   3. (C) reported missing to a law enforcement agency; or

2. (2) is, or is believed to be:

   1. (A) a temporary or permanent resident of Indiana; and

   2. (B) a victim of the offense of criminal confinement ( IC 35-42-3-3 ) or interference with custody ( IC 35-42-3-4 ).
