An order or a certified copy thereof, over the seal of the Department and purporting to be signed by the Secretary or Director, shall be prima facie proof that:

1. (a) the signature is the genuine signature of the Secretary or Director, respectively;
2. (b) the Secretary or Director, respectively, is duly appointed and qualified; and
3. (c) the Board and the members thereof are qualified to act.
