1. (a) No person shall possess or store explosive materials unless such explosive materials are stored in a magazine or in a factory building in accordance with this Act except while being transported or being used in preparation for blasting.
2. (b) Not more than 300,000 pounds of explosive materials shall be stored in any magazine at any one time.
