1. 1. The board shall set the fees for a certificate of licensure as a professional landscape architect, and for renewal of a certificate. The fee for a certificate of licensure and for renewal of a certificate shall be based upon the administrative costs of sustaining the board which shall include, but shall not be limited to, the costs for:

   1. a. Per diem, expenses, and travel for board members.
   2. b. Office facilities, supplies and equipment.
   3. c. Staff assistance.
2. 2. All fees shall be collected by the secretary, paid to the treasurer of state, and deposited in the licensing and regulation fund created in section 10A.507.
