This chapter may be applied to any of the following:

1. 1. Insurers who are doing or have done insurance business in this state, and against whom claims arising from that business may exist now or in the future.
2. 2. Insurers who purport to do insurance business in this state.
3. 3. Insurers who have insureds who are residents in this state.
4. 4. Other persons organized or in the process of organizing with the intent to do insurance business in this state.
5. 5. Nonprofit health service corporations and all fraternal benefit societies and benevolent associations subject to chapters 512A, 512B, and 514.
6. 6. Prepaid health care delivery plans which are regulated by the commissioner.
7. 7. Health maintenance organizations formed under chapter 514B other than limited service organizations formed under section 514B.33.
8. 8. Captive companies under chapter 521J.
