1. 1. The department, pursuant to chapter 17A, shall adopt rules:

   1. a. Establishing procedures for applying to the department for issuance of persons with disabilities parking permits under this chapter.
   2. b. Governing the manner in which persons with disabilities parking permits are to be displayed in or on motor vehicles.
   3. c. Regarding enforcement of this chapter.
2. 2. The department of inspections, appeals, and licensing shall adopt rules pursuant to chapter 17A governing the manner in which persons with disabilities parking spaces are provided.
