Funds appropriated to the Iowa school for the deaf for payments to the parents or guardians of pupils in that institution shall be expended as follows:

1. 1. Transportation reimbursement at a rate established annually by the department to the parents or guardians of children who do not reside in the institution, but are transported to the institution on a daily basis.
2. 2. Transportation reimbursement at a rate established annually by the department to the parents or guardians for transportation from the institution to the residence of the parent or guardian and return to the institution for children who reside in the institution.
