As used in this chapter, unless the context otherwise requires:

1. 1. “Book”, “list”, “record”, or “schedule” kept by a county auditor, assessor, treasurer, recorder, sheriff, or other county officer means the county system as defined in section 445.1.
2. 2. “Department” means the department of health and human services.
3. 3. “Director” means the director of health and human services.
4. 4. “Region” means a mental health and disability services region formed in accordance with section 225C.56.
5. 5. “Regional administrator” means the same as defined in section 225C.55.
6. 6. “State mental health institute” or “mental health institute” means a mental health institute designated in section 226.1.
