1. 1. For the purposes of this chapter, unless the context otherwise requires:

   1. a. “Administrator” means the person assigned by the director of human services in the appropriate division of the department to administer mental health and disability services.
   2. b. “Department” means the department of human services.
   3. c. “Mental health and disability services region” means a mental health and disability services region formed in accordance with section 331.389.
   4. d. “Regional administrator” means the regional administrator of a mental health and disability services region, as defined in section 331.388.
2. 2. The regulatory requirements for county and private institutions where persons with mental illness or an intellectual disability are admitted, committed, or placed shall be administered by the administrator.
