The commission shall have the following powers and duties:

1. 1. To adopt, amend, or rescind procedures as necessary for the conduct of commission meetings.
2. 2. To sit as the final reviewing body for decisions issued by an administrative law judge following an appeal from a contested case hearing.
3. 3. To make policy recommendations to the director for consideration to be incorporated with any recommendations from the agency to the governor and general assembly.
