As used in this chapter, unless the context otherwise requires:

1. 1. “Commission” means a governing body composed of a member or designee of each governmental entity that is a member of the emergency response district.
2. 2. “District” means an emergency response area.
3. 3. “Governmental entity” means a county, city, or township.
