The annual report of the utilities commission shall, as to all statistical data, cover the year ending December 31 preceding the filing of the report, and the proceedings of the utilities commission to date of filing the report each year. The report shall be filed on or before December 1. The utilities commission shall determine the manner in which the annual report shall be published.
