As used in this chapter, unless the context otherwise requires:

1. 1. “Administrator” means a person coordinating the administration of a division of the department.
2. 2. “Department” means the department of inspections, appeals, and licensing.
3. 3. “Director” means the director of inspections, appeals, and licensing.
