Rule 672-12-.05. Federal Transit Administration (FTA) Section 5311 Program
- (1) Scope and Purpose. To provide capital and operating assistance to rural areas (under 50,000 population).
- (2) Terms and Conditions. All eligible applicants in rural areas must complete an application as outlined in the Georgia Department of Transportation (GDOT) State Management Plan. The applicant must also adhere to all FTA regulations outlined in Circular 9040.1G.
- (3) Eligible Recipients. Designated local governmental authorities, nonprofit organizations, and operators of public transportation or intercity bus service that have the legal authority to receive and dispense Federal funds.
- (4) Criteria for Award. Applicants must submit to GDOT an annual grant application by the deadline that is specified in the annual call for projects. The program request is advertised for public review. A consolidated Section 5311 grant application is submitted annually for approval by FTA.
- (5) Directions and Deadlines. Each year, typically in August, GDOT advises its subrecipients of the availability of FTA funds, including apportioned funds to specific areas, and announces a call for projects for the subsequent fiscal year. The application procedures are outlined in the annual call for projects. The deadline is specified in the annual call for projects.
