Rule 672-12-.03. Federal Transit Administration (FTA) Section 5303 and 5304 Programs
- (1) Scope and Purpose. To provide grants that help support work elements and activities resulting in balanced and comprehensive intermodal transportation planning in metropolitan and statewide transportation planning processes.
- (2) Terms and Conditions. All MPOs must complete an application as outlined in the Georgia Department of Transportation (GDOT) State Management Plan. All MPOs must complete an application as outlined in Administrative Guide For Transit Planning Assistance Under the FTA Section 5303 and 5304 Programs for Georgia Metropolitan Planning Organizations. The applicant must also adhere to all FTA regulations outlined in Circular 8100.1A.
- (3) Eligible Recipients. Designated Metropolitan Planning Organizations ("MPOs") and Statewide Transportation Planning Organizations that have the legal authority to receive and dispense Federal funds.
- (4) Criteria for Award. Applicants must submit a grant application to GDOT along with its draft and final Unified Planning Work Program (UPWP) to the appropriate FTA Regional Office and Federal Highway Administration (FHWA) Division Office for review and approval. Prior to grant request, these planning elements are approved by the MPO process. The consolidated grant application on behalf of all MPOs is submitted to FTA for approval.
- (5) Directions and Deadlines. Each year, typically in August, GDOT advises its subrecipients of the availability of FTA funds, including apportioned funds to specific areas, and announces a call for projects for the subsequent fiscal year. The application procedures are outlined in the annual call for projects. The deadline is specified in the annual call for projects.
