Rule 505-3-.65. School Librarian Program
- (1) Purpose. This rule describes requirements and field-specific content standards for approving programs that prepare individuals to serve as school librarians in P-12 schools, and supplements requirements in GaPSC Rule 505-3-.01, Requirements and Standards for Approving Educator Preparation Providers and Educator Preparation Programs.
(2) Requirements.
(a) To receive approval, a GaPSC-approved educator preparation provider shall offer a master's or higher degree level preparation program as described in program planning forms, catalogs, and syllabi as addressing the following state-developed standards:
1. Instructional Environment.
- (i) The program shall prepare candidates who are effective educators who demonstrate and respectfully accommodate the development of all learners;
- (ii) The program shall prepare candidates who promote and respect the opportunity for advancement for all learners;
- (iii) The program shall prepare candidates who promote a positive learning environment that encourages a lifelong love of learning and that serves as the guiding principle used in developing a school library program; and
- (iv) The program shall prepare candidates who will offer all learners the opportunities and experiences that prepare them for college, a future career, and a life beyond the school library.
2. Instructional Practices.
- (i) The program shall prepare candidates who collaborate with teachers, administration, and the community to plan, deliver, and assess instruction;
- (ii) The program shall prepare candidates who implement a variety of evidence-based strategies in instruction;
- (iii) The program shall prepare candidates who will ensure students learn and understand multiple literacies and the ethical use of information; and
- (iv) The program shall prepare candidates who use data and information to reflect on and revise the effectiveness of their instruction.
3. Information Literacy.
- (i) The program shall prepare candidates who use a variety of children's and young adult literature information resources and instructional technology tools to actively engage learners in the critical-thinking and inquiry process; and
- (ii) The program shall prepare candidates who use a variety of strategies to foster the development of ethical digital citizens and motivated readers.
4. Management and Administration.
- (i) The program shall prepare candidates who ensure the school library community is aware of and employs fair access to information and resources;
- (ii) The program shall prepare candidates who use and teach others about the ethical use of resources;
- (iii) The program shall prepare candidates who practice curation, creation, organization, and management of a collection that supports all learners; and
- (iv) The program shall prepare candidates who use data and other forms of evidence to inform decisions about library policies, resources, and services.
5. Leadership within the Profession:
- (i) The program shall prepare candidates who are leaders in the school and profession;
- (ii) The program shall prepare candidates who participate and engage others in collaboration, and actively advocate for programs and stakeholders in the learning community;
- (iii) The program shall prepare candidates who plan and execute professional development for staff and other school librarians; and
- (iv) The program shall prepare candidates who adhere to the ethical principles of the library and information profession.
