Effective April 17, 1993, the Department of Corrections shall, if it is unable to locate the person or organization designated by the court to receive the payment of restitution or other court-ordered payment, or if the designated payee refuses to accept the payment, direct that such funds collected from offenders be allocated to a direct-support organization, as such organizations are authorized and described in s. 960.002
