Consistent with the purposes of the code, the department shall have:

1. (1) Supervision over all money transmitters and their authorized vendors.
2. (2) Access to books and records of persons over whom the department exercises supervision as is necessary for the performance of the duties and functions of the department prescribed by the code.
3. (3) Power to issue orders and declaratory statements, disseminate information, and otherwise exercise its discretion to effectuate the purposes, policies, and provisions of the code and to adopt rules pursuant to ss. 120.536(1) and 120.54 to implement the provisions of the code.
