The rating system shall apply to all public, commercial, and existing residential buildings in the state and may be applied to new residential buildings, except as identified by the department by rule in accordance with the procedures of chapter 120, according to the following schedule:

1. (1) For new residential buildings, by January 1, 1994.
2. (2) For existing residential buildings, by January 1, 1995.
3. (3) For new public buildings, by January 1, 1994.
4. (4) For existing public buildings, by July 1, 1994.
5. (5) For new commercial buildings, by January 1, 1995.
6. (6) For existing commercial buildings, by January 1, 1996.
