The Department of Agriculture and Consumer Services shall enforce the provisions of this chapter. The department is authorized to adopt, promulgate, and enforce such rules and regulations not inconsistent with the provisions of this chapter as in its judgment may be necessary to the proper enforcement of this chapter.
