No private school of cosmetology shall be permitted to operate without a license issued by the State Board of Nonpublic Career Education pursuant to chapter 246. However, nothing herein shall be construed to prevent certification by the Department of Education of cosmetology training programs within the public school system or to prevent government operation of any other program of cosmetology in this state.
