The department shall adopt such rules, not inconsistent with law, as may be necessary to implement the provisions of this chapter. In developing the rules, the department shall consider related Florida Statutes and the rules promulgated thereunder, the criteria established in the Environmental Protection Agency Guidelines, and AHERA, NESHAP, and OSHA regulations.
