As used in ss. 420.621-420.627, the following terms shall have the following meanings, unless the context otherwise requires:

1. (1) "AFDC" means Aid to Families with Dependent Children as administered under chapter 409.
2. (2) "Department" means the ¹Department of Health and Rehabilitative Services.
3. (3) "District" means a service district of the ¹Department of Health and Rehabilitative Services, as set forth in s. 20.19.

4. (4) "Homeless" means having a nighttime residence:

   1. (a) In a public or private emergency shelter; such as, an armory, school, church, government building or, where a temporary voucher is provided by a public or private agency, in a hotel, apartment, or boarding home.
   2. (b) On the streets or under a bridge or aqueduct, in a park, subway, bus terminal, railroad station, airport, abandoned building, or vehicle, or in any other public or private space that is not designed for shelter.
5. (5) "Local coalition for the homeless" means a coalition established pursuant to s. 420.623.
6. (6) "New and temporary homeless" means those individuals or families who are homeless due to external factors, such as unemployment or other loss of income, personal or family-life crises, or the shortage of low-income housing.

7. (7) "Secretary" means the secretary of the ¹Department of Health and Rehabilitative Services.

   ¹Note.--The Department of Health and Rehabilitative Services was redesignated as the Department of Children and Family Services by s. 5, ch. 96-403, and the Department of Health was created by s. 8, ch. 96-403.
