Terms defined herein have the following meaning:

1. (1) “Application Cycle” means the period during which the Department will accept applications as specified in NOFA published in the Florida Administrative Register.
2. (2) “CDBG” means Community Development Block Grant.
3. (3) “Department” means the Florida Department of Commerce.
4. (4) “Household” means all individuals residing in a dwelling unit, regardless of their relationship.
5. (5) “Notice of Funding Availability” or “NOFA” means the notification released by the Department which announces the availability of federal funds, and which includes the application cycle starting date, the deadline date for application submission, and the allocations amounts for each grant program category.
6. (6) “Subgrant Agreement” means the contract that is executed between an Applicant and the Department to award CDBG funding for completing the activities that were included in the subrecipient’s application.
7. (7) “Subrecipient” means a unit of local government that has been awarded CDBG funding.
