A Class I, I-Treated, II, III, or III-Limited water shall be placed on the Planning List for assessment of aquatic life use support (propagation and maintenance of a healthy, well-balanced population of fish and wildlife) if, based on sufficient quality and quantity of data, the waterbody:

1. (1) Exceeds applicable aquatic life-based thresholds as outlined in Rule 62-303.320, F.A.C.;
2. (2) Does not meet Biological Health Assessment thresholds for its waterbody type as outlined in Rule 62-303.330, F.A.C., or
3. (3) Exceeds nutrient impairment thresholds or numeric nutrient standards as outlined in Rules 62-303.350 through 62-303.354, F.A.C.
