Each water user shall be identified by one or more of the following methods of extraction or withdrawal classes.

1. (1) Surface Waters:

   1. (a) Pump,
   2. (b) Gravity flow,
   3. (c) Siphon.

2. (2) Ground Waters:

   1. (a) Flowing artesian well,
   2. (b) Pumped well.
