1. (1) Persons who desire to ship and sell experimental packs of the product in retail or institutional containers shall first obtain a permit by application on forms to be furnished by the Department of Citrus.

2. (2) The permit holder shall maintain adequate production, shipment and sales records for the product, and shall make these records available for examination by a representative of the Department of Citrus upon request at any time during regular business hours. As a further condition for permit issuance, the applicant shall agree to furnish full reports relating to the results of the shipment and sale of the product. These reports, in written form, shall contain, but not be limited to, the following matters:

   1. (a) Date of production,
   2. (b) Actual volume shipped,
   3. (c) Channel of distribution (type and number of outlets by city and state),
   4. (d) Reaction of distributor to product,
   5. (e) Reaction of retailer to product,
   6. (f) Reaction of consumer to product,
   7. (g) Whether trouble of any nature was encountered in distribution and sale of the product,
   8. (h) Any confusion in reconstitution of the product.
3. (3) The permit applicant shall agree to accept responsibility for the foregoing reporting requirements as prerequisite for the issuance of this permit.
