1. (a) Each person whose name appears on the label as handling agricultural or vegetable seeds subject to this chapter shall keep all of the following:

   1. (1) Complete records of each lot handled, for 2 years.
   2. (2) A file sample of each lot of seed after final disposition of the lot for 1 year.
2. (b) All records and samples pertaining to the shipment of seeds under subsection (a) of this section must be accessible for inspection by the Department during customary business hours.
