It shall be the duty of each underground pipeline facility owner or facility operator to:

1. (1) Participate in the approved notification center.

2. (2) Provide as follows for inspection of pipelines that such operator has reason to believe could be damaged by excavation activities:

   1. a. The inspection must be done as frequently as necessary during and after the excavation activities to verify the integrity of the pipeline; and
   2. b. In case of blasting, any inspection must include leakage surveys.
