Any officer or employee of the Secretary designated by the Secretary shall:

1. (1) Execute and serve administrative inspection warrants, subpoenas and summonses issued under the authority of this State;
2. (2) Make seizures of property pursuant to this chapter;
3. (3) Have all powers of constables and other police officers of the State, counties and other subdivisions of the State; and
4. (4) Suppress all acts of violence and enforce this chapter.
